Blue Cross and Blue Shield Association Legal Education Specialist in Washington, District Of Columbia


Provide programmatic consultation and business support to the Director and Program Manager of the Blue Plan Legal Department Cooperative (“LDC”) on legal education programs, events and initiatives. Serve as state bar liaison, submit continuing legal education (“CLE”) course applications, maintain approval documentation, and send attendance verifications on behalf of BCBSA and BCBS Plan attorneys (and others seeking CLEs) for programs hosted by the LDC. Plan, coordinate, and manage event logistics/deliverables for LDC conferences and meetings.


Responsibilities include but are not limited to:

  • Responsible for designing, developing and coordinating legal education programming for BCBSA and BCBS Plan attorneys (and other participating individuals). Obtain and maintain the accreditation of LDC legal education programs and initiatives

  • Apply and track applications for CLE credit to 45 states (plus Puerto Rico & US Virgin Islands) for eligible LDC/Association programs, both teleconference and on-site. Submit associated filing fees and maintain documentation of approvals. Report attendance to CLE commissions/state bar offices and forward verifications to participants. Serve as the representative for all CLE inquiries. Obtain and maintain Sponsor Accreditation from state bar CLE divisions. Process documentation for Association attorneys to receive credit for internal and external courses and to remain compliant with state requirements for mandatory CLE programs

  • Assist in the development and implementation of the LDC’s in-person events (Annual Lawyers Conference/General Counsel Roundtable/Healthcare Attorney Summits), including preparing the agenda and CLE documents for approval and publication, developing and assembling speaker and attendee material, and managing the CLE booth. Coordinate with Chicago staff to supervise deliverables and review details such as, F & B and Audio/Video costs. Work with outside counsel, vendors, and consultants to coordinate participation and availability. Provide post program follow up including distribution of thank you letters and evaluation summaries. Troubleshooting logistical issues on-site at events

  • Maintain, develop, and update the LDC database of legal and policy resources, programmatic material, and contact information. Manage uploading and monitoring of LDCs Online Resource Center (ORC) within BlueWeb. Provide guidance on knowledge management retention. Act as custodian for all conference materials, teleconference audio files, reference documents, etc. Maintain up-to-date records including LDC contact lists/databases. Create and maintain reports of all LDC programs and services. Such reports should include the number and type of programs offered, registration and CLE numbers, and the evaluative scores and comments, Keep accurate records of Plan participation in joint retention of counsel initiatives. Keep up-to-date lists of LDC Board, Committee and Advisory Group members


Required Basic Qualifications:

  • Bachelor’s degree from accredited institution in related discipline.

  • Experience working with a law firm or in-house law department.

  • Knowledge of law and/or healthcare.

  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook and PowerPoint).

  • Experience with database management.

Preferred Basic Qualifications:

  • Knowledge of the BCBSA organizational structure and relationship with Plans.

  • Familiarity with knowledge management programs/software and/or database management.

  • Skilled in development of creative approaches and methods.

  • Strong interpersonal skills and the ability to interact effectively with diverse groups of people at all organizational levels; working cooperatively with others to achieve desired results in established short timeframes; and listening attentively to others, allowing sensitivity and responsiveness to the needs of others and reflecting a customer service focus.

  • Ability to write effectively, conveying appropriate message(s) with proper grammar, spelling, punctuation and appropriate style/tone.

  • Ability to establish and manage multiple priorities and tasks and organize information and work to maximize productivity.

  • Coordination and follow-up skills for coordinating the activities of multiple parties.
