SUMMARY: This position is responsible for land title searches, drafting and processing deeds, developing and managing a land deed log, and managing the land surveying services contract. Assists the Tribal Clerk with land descriptions, developing land descriptions, and applying land surveys to the general lands and estates map. Also, develops maps for tribal programs and community members.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following:
Exhibit a courteous and professional manner when dealing with the public and fellow associates
Ensures confidentiality of tribal clerk files and activities
Performs land title searches and land file reviews for community members and tribal programs
Verifies land ownership prior to developing Right to Use and Occupancy Deeds for land transfers
Manages Land Surveying Services contract
Manages land survey log
Manages Tribal Court Land Dispute and Probate Orders, creating a log and quick access to the orders
Amends, clarifies and cross references deeds and records as needed
Scans professional survey maps, land deeds and related documents into tribal database
Help community members with land claims related questions usually consisting of location determination
Draft Right to Use and Occupancy Deeds for tribal members
Ensures Tribal Clerk forms are complete prior to taking action on any request. Assists tribal members in completing any required forms
Handles various phone calls, e-mails and in-person visits for inquiries regarding land lots with courtesy and professionalism
Provides various types of maps for the Tribal Clerk, Tribal Council, tribal programs and the community in general
Knowledge of GIS computer program
Assists with 911 mapping
Issues Tribal ID cards
Performs other duties as assigned
SUPERVISORY RESPONSIBILITIES: There are no supervisory requirements for this position.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must have strong problem solving and analytical skills in order to review, manage, and interpret land files. Legal knowledge/experience desirable. Ability to run, manage and problem solve using a Geographic Information System (G.I.S.) computer program; must possess other computer skills, including but not limited to Microsoft programs; ability to work with the public in a helpful, friendly and courteous manner.
EDUCATION and/or EXPERIENCE: Two-year College diploma/degree in Paralegal, Legal Assistant or related field, with six months G.I.S. training through higher education or job-related training/experience. Strong mathematical and photogrammetry skills are necessary. Understanding of data management and relational databases. Knowledge of ESRI GIS software.
OTHER SKILLS and ABILITIES: Strong oral and written communication skills required. Must have excellent computer skills including word, excel, and experience with varying databases. Possession of a valid State Driver License in accordance with Fleet Policy.
