About the Position: This position will serve as an Attorney-Adviser (Labor) with the Installation Legal Office, US Army Garrison-Fort Sill, US Army Installation Command located at Fort Sill, OK. The incumbent of this position will serve as attorney advisor, consultant, and legal expert in administrative and civil law.

Responsibilities
  • Serves as Labor and Civilian Personnel Law advisor for Fort Sill and tenant activities, providing legal advice, both oral and written, on civilian personnel law, employment discrimination law, and all labor relations matters.
  • Represents the Command in administrative hearings before mediators, arbitrators, investigators, and Administrative Judges from various agencies.
  • Assists the U.S. Attorney's Office in litigating civilian personnel/labor relations/EEO civil actions in U.S. District Court and Federal appellate courts.
  • Actions include union/employee grievances on a wide variety of topics, adverse actions, collective bargaining, employment discrimination, negotiability determinations, unfair labor practice charges, and reductions in force.
  • Performs research in connection with cases to analyze factual and legal issues to determine additional facts needed and applicable legal sources.
  • Prepares documents and makes factual and legal presentations, including motions, interrogatories, briefs, requests for admissions, subpoenas and other process.
  • Participates in prehearing conferences, prepares, examines and cross-examines witnesses, argues motions, and prepares and presents opening statements and closing arguments.
  • Serves as legal adviser and consultant in all administrative law and legal matters not within the province of more clearly defined fields of law.

Qualifications

Applicants will be evaluated to determine if they meet the minimum qualifications requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.

KSA's: 1. Knowledge of Federal Labor Law (Including adverse actions, reductions in force, employment discrimination, collective bargaining, negotiability determinations, and unfair labor practice), General Admin Law, and Military Administrative Law. 2. Skill in oral and written communication. 3. Ability to provide accurate legal advice on complex questions of federal laws, regulations, procedures and policies. 4. Ability to research legal issues, analyze and interpret statutes, regulations, precedence, procedures and policies. 5. Ability to organize and manage a caseload consisting of administrative investigations and formal complaints filed with federal administrative agencies.

VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. TIME-IN-GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

  • Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

  • Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

  • Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
