TRM032, Transp Specialist Mgr 3 – PG: P – Construction Claims Assistant Administrator
Description of Duties:Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as assistant office head to professionals providing professional support in one or more areas listed.
Position Specific Duties:Under broad supervision, assists in the monitoring, management and resolution of construction claims activities for the Georgia Department of Transportation. This includes acting as a liaison between the Office of Legal Services and other departments within the Department, including but not limited to the Office of Construction and the Office of Innovative Program Delivery. Also acts as a liaison between the Office of Legal Services and contractors, designers, Special Assistant Attorney Generals (SAAGs) and outside counsel. Recommends policies for and organizes and directs the Construction Claims Unit and its staff of Claims Specialists. Works closely with Department attorneys and SAAGs,
Specific Responsibilities of the Assistant Administrator, or staff under his/her direction, include:
Continuing to develop and improve the internal claims process. Analyze claims and lawsuits and provide results of analysis and advice to supervisor, department attorneys and senior leadership regarding construction contract claims. Provide assistance in the selection of outside attorneys to represent GDOT, and provide direction to attorneys regarding construction technicalities and detailed defense strategies. Incorporate results of legal decisions and findings into Department contract provisions and specifications, and in policies and procedures to improve and protect the legal standing of the Department relative to construction claims. Provide comprehensive and timely claims avoidance and claims management training to Department staff. Manage the standard specification review process. Manage the close out process for projects.
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
_STATE ENTRY QUALIFICATIONS:_
- Bachelor's degree from an accredited college or university in a related field AND Five years of related experience
- Associates' degree from an accredited college or university in a related field AND Six years of related experience
- One year at the lower level (TRM031) or position equivalent.
_AGENCY MINIMUM SPECIFIC QUALIFICATIONS:_
Advanced level knowledge of transportation construction project management and contract administration, including critical path scheduling, construction methodologies.
Advanced knowledge of project design.
Advanced knowledge of and experience with contracts, contract language and contract specifications.
Advanced knowledge of how field construction activities are conducted including the roles of inspector, project engineer, field contract auditing, and contract administration processes and practices.
Demonstrated experience preparing contract provisions and specifications to the highest industry standards and interpreting contract provisions and specifications.
Knowledge of and demonstrated experience in applying the principles and techniques of writing contract specifications.
Demonstrated ability to learn advanced techniques to avoid claims and to analyze and resolve claims.
Demonstrated ability to visualize a completed project and stages of construction from project plans and from project documentation.
Ability to travel statewide with occasional overnight stays and work flexible hours, as necessary.
Possesses strong leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.
Possesses competencies in training, planning, directing, and evaluating work of staff; building effective work teams.
Demonstrated experience interacting effectively with all levels of management within the organization.

_AGENCY PREFERRED QUALIFICATIONS: _
Possession of Professional Engineer (PE) License.
Demonstrated experience in applying successful strategies from previous claims issues to resolve new claims or limit liability, and to develop new methods where established methods and procedures are inapplicable or are unavailable.
Demonstrated experience in resolving contractor disputes concerning interpretation of contract documents.
Demonstrated ability to see detail in contract language, project plans and specifications quickly and accurately.
Demonstrated experience participating in alternative dispute resolution methods, including mediations
