JOB REQUIREMENTS: Job Number 4100012342 The purpose of the Legal Services Department is to provide specialized, high-quality advice and meaningful representation to the MMSD Board of Education, administration and staff with a focus on compliance and policy development in alignment with the district's vision that every school is a thriving school that prepares every student to graduate ready for college, career and community. To this end, the General Counsel is responsible for ensuring that clients have their needs met in a professional, courteous and timely manner. Required Knowledge, Skills & Abilities Provides legal counsel to the Board of Education and to the Madison Metropolitan School District on a wide variety of legal issues arising in the generalist field of school law, including school district governance, finance and budgeting, property and school district boundaries, statutory and regulatory compliance, pupil matters, charter schools, employment matters, tort liability and general litigation Works with the Director of Labor Relations on matters relating to labor and employment issues Handles complaints that are filed in relation to discrimination and harassment Represents the District and/or works with outside or insurance-appointed counsel in judicial and administrative proceedings Prepares written legal opinions and prepares and/or reviews an assortment of other legal documents including pleadings, briefs, motions, contracts and leases Advises the Board of Education and staff regarding the impact of current federal and state legislation Assists with the planning for and implementation of current legislation as it impacts the District Advises the Board of Education and staff regarding the impact of administrative and judicial decisions upon the District Coordinates, prepares and conducts hearing and other quasi-judicial proceedings before the Board of Education, including expulsion of students, nonrenewal and dismissal of District personnel Advises personnel in the day-to-day operation of schools in the District by answering questions on a variety of legal topics including torts, board policy, open meetings, public records, pupil records, student rights, special education, Title IX, intellectual property including copyright and trademarks, etc. Serves as parliamentarian at regular meetings of the Board of Education Provides advice and counsel on school law related issues to the Board of Education and employees of the District Reviews and recommends procedural and policy changes Organizes an annual legal conference for District administrators Attends all meetings of the Board of Education Works closely with the Superintendent and the District?s Senior Leadership Team to provide pre-decisional guidance on matters related to the operation of the District Equal Opportunity Employer ***** OTHER EXPERIENCE AND QUALIFICATIONS: Minimum Qualifications Licensed to practice law in the State of Wisconsin, or able to be licensed at the time employment begins. A minimum of five years experience in private practice or with a public agency with comprehensive working knowledge of the law applicable to the operation of governmental entities, and of school law issues in particular. New graduates will not be considered for this position. Direct litigation experience. Demonstrated acute attention to detail and thoroughness. Demonstrated excellent written and verbal communication skills. Demonstrated ability to establish positive relationships with people representing multiple and diverse interests. Demonstrated ability to deal with sensitive issues in a confidential and professional manner. Proficient with Microsoft Word, Excel, and Google Applications.
