Job Description

The Virginia Department of Agriculture and Consumer Services’ Division of Consumer Protection is seeking a qualified individual to serve as Team Leader for the Registrations work unit in the Office of Charitable and Regulatory Programs.

Duties include providing direction and guidance to the team by coordinating the delivery of activities that include that registration, permitting, surety compliance, and investigations related to the administration of the Virginia Solicitation of Contributions Law and the charitable gaming statute. Key tasks include supervising staff, ensuring compliance with all applicable registration and permit requirements, management of surety funds and related payments to consumers; and coordination of investigative efforts carried out by staff.

Minimum Qualifications

Working knowledge of the principles and practices of management and supervision as well as of business practices and principles. Working knowledge of a broad range of principles and techniques used to regulate complex laws, statutes and processes. Strong investigative, analytical, problem-solving and organizational skills. Demonstrated ability to communicate effectively orally and in writing; deal tactfully with staff and the public; analyze data, formulate logical conclusions and make recommendations for operational implementation; interpret, explain and apply complex laws, regulations, and procedures and to develop and achieve subject matter expertise on legal and regulatory issues related to the registrations program. Demonstrated ability to effectively supervise and oversee the work of others to include planning, directing and tracking work; motivating, setting goals and objectives; training on technical issues, coaching and mentoring; interviewing and selecting; and evaluating, counseling and disciplining all while maintaining a high level of customer service and employee satisfaction. Computer proficiency and experience using standard office software applications such as MS Office. H.S. Diploma/GED required.

Preferred Qualifications

Degree from a college or university with emphasis in management, business administration, accounting, criminal justice, or related field. Experience in effectively managing a regulatory work unit to include supervising others in providing services to the public that includes highly technical or legal information as well as success in the investigation and resolution of complaints. Sound knowledge of state consumer protection laws, programs and processes including fantasy contests also preferred. An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
